community/xournalpp: take maintainership and upgrade to 1.2.1

mio requested to merge mio/aports:xournalpp into master

This package is from @Cogitri's unmaintain list. Would be interested in taking it up if the original maintainer approves the transfer, unless someone else would like to have it. Hope this is being done correctly. Thanks!

Changes in this MR:

  • Upgrade to 1.2.1
  • Add -doc for manpage
  • Add check() block for unit tests (unfortunately 3/90 tests failed, maybe it will eventually be fixed upstream)
