community/cicada: move from testing & upgrade to 0.9.38

This package is added to testing over 1 year, and several versions have been upgraded in testing. I'm now seeking to move it to community.

I use cicada myself as daily use shell on MacOS and Linux boxes. It's quite stable to me. Let me know if any concerns, Thanks!
