testing/conduit: upgrade to 0.6.0

Celeste requested to merge Celeste/aports:upgrade-conduit into master

Also, updated new config options and comments from conduit-example.toml.

The check for updates option has been disabled as that involves phoning home.

However, the display name lightning bolt option is left enabled, as according to src/service/admin/mod.rs, the Conduit lounge Matrix room is only open to people running Conduit, and the lightning bolt is probably how they filter people out.
