community/dnscrypt-proxy: add missing configuration
add missing config for static entries and remove an obsolete download mirror for resolvers.
see: static entries and sources.public-resolvers.
for example, some services such as nextdns with a personal id rely on this static configuration, and download.dnscrypt.net is no longer reachable.
