main/readline: add ncurses-static to depends_static

Fully static linking of a binary which depends on libreadline is only possible when a static version of libncurses is also available. See the pkg-config file shipped by readline-dev.

I am not sure if using depends_static in this way is an established practice, hence opening this as an MR.
