[3.18] community/ifstate: upgrade to 1.8.5

This release contains a important fix. Before ifstate 1.8.5 it could be happen that link settings are not correctly applied while ifstate does not show any error. This happens for all settings which cannot be changed via netlink after link creation while the kernel does not report any errors. One of this settings is the vlan_id for vlan links which can have bad consequences if a link is undetected in a wrong vlan (I was affected by myself 🙄).
