testing/signal-desktop: upgrade to 6.14.0

lauren n. liberda requested to merge selfisekai/aports:signal-6.13.0 into master

no window opens for me even though no errors - not sure if this is an electron 24 thing (which of course out of all the apps I run only happens on signal-desktop) or introduced in this upgrade. my db is now upgraded so can't check easily
