arm7 flag not needed to compile anymore- it's also strictly wrong because it sets the baseline to vfpv4 and half-float.
sadly there is no runtime dispatch either so arm7 is left with scalar only. weird it's either best-armv7-cpu-possible or scalar-only as the only options
