testing/sabnzbd: new aport

I'd like to know if we can run it from the /usr/lib as this package does not contain a build-system that can be used (there is one for the github but not able to use it I think).

It does not contain libraries in the code-it-self (as far as I notice) and the dependencies have been traced.

The dependencies are all in the APKBUILD. There is two commits - one is for the py3-sabyenc which I can do a separated MR if is the case.
