testing/prowlarr: new aport

Fabricio Silva requested to merge fabricionaweb/aports:prowlarr into master

The recipe is pretty similar to testing/radarr !44494 (merged) but I had issues compiling the UI using nodejs 18 so I needed to patch a file for webpack.

This one doesnt use ffmpeg
