community/grafana: ignore pkgrel in grafana-frontend version constraint

From the apk-world(5) man page:

The ~= operator constrains the package to the version numbers specified, but will not constrain any unspecified version numbers.

With this commit, it is no longer necessary to keep the pkgrel of community/grafana and community/grafana-frontend in sync which was, for example, annoying during Go rebuilds.
