community/alsa-plugins: add install_if rule to -pulse

Bart Ribbers requested to merge PureTryOut/aports:community_alsa-plugins into master

There seems to be no scenario where a PulseAudio user who also has Alsa installed doesn't want this package installed, so let's always install it if both Alsa and PulseAudio are installed.
