Enable support Pine64 Plus Allwinner-based SBC

This adds uboot and crust builds for this board, and enables the required kernel modules for linux-lts and linux-edge.

This has been tested and I was able to install v3.17.1 from an installer built against the updated kernel and uboot packages.
