community/fuse-exfat: move binaries from /sbin/ to /usr/sbin

Sören Tempel requested to merge nmeum/aports:fuse-exfat-exfatprogs into master

exfatprogs provides a lot of the same binaries but exfatprogs provides them in /usr/sbin, not /sbin. This is highly confusing if you both packages installed. While at it, also make sure that the two packages conflict explicitly.
