This upgrade is a bit more complicated because we bumped the DBus API for apk-polkit-rs, which requires changes in the plugin and some synchronization. It should all work, and I have tested this extensively, but still marking as Draft until we make releases.

This also recreates the install_if in gnome-software-plugin-apk, due to the plugin now needing GS for tests.
