community/quassel: force quassel-common dependency on quassel-core

If quassel-core and quassel-client were used intead of quassel-mono, the server would fail to save settings (and do anything else) because of SQL errors. Forcing the dependency fixes that ;3

btw: second commit fixes up the package descriptions. This isn't crucial, I just thought it'd be nicer.
