testing/git-shuffle: new aport

This has lived for a while in my own aports tree. However, if it is out-of-tree I always need to take care of libgit2 rebuilds myself (which tend to happen quite frequently) hence I am considering just adding it to aports.git. The tool is very simple and might also be useful for other people.
