community/freeipmi: upgrade to 1.6.10; move from testing

Note that the putmsg/getmsg issue was fixed in the previous release

• Support IPv6 Lan configuration in ipmi-config. IPv6 configuration is supported in the new Lan6_Conf section.
• Fix static compilation issues by renaming a number of internal functions.
• Misc documentation corrections.

• Support --with-systemconfigdir build option.
• Fix build issue on musl where putmsg/getmsg are not available.
