testing/pulumi: upgrade to 3.38.0

• Tests are all skipped right now as they fail hard and eat quite a lot of resources while running (at least on my local machine). The tests also require their corresponding language provider runtimes. Some of them are not available for all archs (dotnet6-sdk, openjdk11-jdk)
• Pulumi officially only supports aarch64 and x86_64 but I'm putting arch=all here to see whether the builds for other archs work.
• I don't think we should package the SDKs (user probably should install the SDKs themselves?) but might consider in the future.
