community/hledger*: move from testing

I've been maintaining hledger* packages for about six months. I've tested them locally and I use them regularly. I propose to promote them to community.

This is my first package going to community repository. I looked for documentation on how to go about it, on wiki, but couldn't find anything specific. Let me know if I'm missing anything.

Note: I've setup these packages on release-monitoring.org, so that it'll flag the packages following upstream upgrades.

Note 2: hledger-timeclock will not be moved to community, as it's not mature enough.
