testing/reuse: new aport

Dhruvin Gandhi requested to merge dhruvin/aports:reuse into master

This will add reuse tool from https://reuse.software

Various sources under src/reuse/** are distributed under 4 licenses (can be verified by reuse --root src/reuse-1.0.0 spdx | grep -A 4 \./src/reuse | grep LicenseInfoInFile). So, I set license field of APKBUILD of reuse containing all of them in alphabetical order.

Let me know if that's okay according to alpine policies.
