community/protozero: moved from testing

Tested the testing version by successfully compiling a larger C++ project (libosmium, a core library for processing OpenStreetMap data) that uses protozero on Alpine Edge. For the test compile, protozero-dev was installed from http://dl-cdn.alpinelinux.org/alpine/edge/testing/.

Note that package protozero contains the license files, since there is no package protozero-doc. Removing the protozero-doc package had been requested in the code review for testing/protozero.
