Draft: font-statusbar: new aport

The install_if dependencies are due to the way the generated fontconfig uses fonts as fallbacks.

Using Hack and Fira as the donor fonts because they don't change too often (hopefully never need an update), Staceee likes Hack, and Fira is what we're currently using (it's nice to give choice with sans/mono). vitali64 likes JetBrains Mono. (Other fonts could be used, but I think 4 is enough for now).

license-wise, I don't think it violates any reserved name clause as the variant is named "Donorfont-statusbar".
