testing/apptainer: small fixes

  • From LICENSE.md there are only BSD-3-Clause and LBNL.
  • infodir is default to ${datarootdir}/info (/usr/share/info) which is the correct location (GNU stuff dump info files there). The build process doesn't generate any info files anyway.
  • I don't think README.md file is worth installing since we already have many man pages.
