main/pgtcl: upgrade to 3.0.0 and assume maintainership

As the ChangeLog file doesn't seem to be updated, we will have to refer to https://github.com/flightaware/Pgtcl/releases to see what's changed.

Maintainer hasn't been active, and I've made some changes (enabling tests is the major one), so assuming maintainership.
