community/py3-matplotlib: reenable on riscv64

py3-matplotlib was disabled on riscv64 because the build system did not recognize riscv64 and it was not easily fixible.

Apparently the latest version builds fine on riscv64, so let's re-enable it.

The py3-matplotlib-images archive needs to be updated to the latest version to include files for riscv64.
