Draft: [3.16] community/perl-app-cpanminus: fix compatibility with perl-libwww

This reverts the unversioned install_if added in 62bf0b8f that ncopa has advised not to use. It fixes cpanminus compatibility with LWP in another way, by adding a -lwp subpackage that uses a properly versioned install_if to install perl-lwp-protocol-https as dependency.

To be merged after !36307 (merged) (same changes for edge) gets the go-ahead.
