Draft: testing/rage: add rage-mount, rage-keygen binaries

Build with --features mount flag to have rage-mount binary and install missing rage-keygen binary. rage-mount depends on fuse so I split it into a separated package. Also generate completions and manpages.

I can't get the completion part of rage-mount properly packaged, so help is welcome.
