community/{py3-tzlocal,py3-urwid_readline,py3-zulip,zulip-term}: move from testing

zulip-term is a pretty nice TUI for zulipchat, but maybe pytz_deprecation_shim should be packaged so that py3-tzlocal can be upgraded before moving it to community...
