testing/fnc: upgrade to 0.12

Versions 0.11 and 0.12 were released within one day of each other.

There is a a slight change in the source URL, and the maybe-uninit patch is still needed.

Strangely, the ./fnc -v check that worked before (it still works on my computer) seems to be failing in the CI environment now. So, add !check.
