testing/nix: upgrade to 2.3.16

omni requested to merge omni/aports:upgrade-nix into master

From 2.4 they seem to have stopped providing sources through releases.nix.org and the 2.3.16 sources differ between there and their [tagged releases on github](https://github.com/NixOS/nix/tags]. I'll look at it and maybe switch and bump to 2.8.0.

I gave up on post 2.3.16 for now.
