Fixes #13366 (closed). According to this util-linux-ng message, all mount helpers should be available from /sbin.

Considering it's not the first issue like that (see:
community/ceph
), maybe it would be better to add--enable-fs-paths-default
to util-linux? That would allow for using standard executable directories other than /sbin, just like busybox does by default: https://git.busybox.net/busybox/tree/util-linux/mount.c#n726yes, done in 1ec693d9
