community/extra-cmake-modules: re-enable on armhf

Previously disabled due to missing qt5-qtdeclarative, which appears to be available on armhf now.

Also enables two dependencies: qt5-qtquickcontrols2 and qt5-qtgraphicaleffects.

Also makes... checks notes at least 329* packages buildable on armhf now; probably makes no sense to re-enable them all at once, since armhf is used pretty rarely. If anybody needs these, they can re-enable them at will.
