Draft: main/graphene: upgrade to 1.10.8

Also drops a no-longer-needed patch and temporarily disables ARM NEON extensions due to problems they were causing with GTK4.0.

BTW, while working on this, I noticed the tests aren't actually being ran properly due to missing mutest; however, since this would require adding a new aport directly to main, and since there are reports of the tests currently failing I'd rather leave properly enabling them for a separate commit.
