community/chromium: patch musl tid caching issue

Adds a patch file that will hopefully patch the thread id caching issue that is getting seen in in #13579 (closed). Just a hacky fix for the time being. Bug reports have already been filed upstream for Chromium and musl (mailing list a year ago, nothing seems to have come to fruition). Once I get this patch working, I'm going to start working on upstream patches.
