Revert "community/chromium: upgrade to 99.0.4844.51"

Moves chromium back to v98. #13579 (closed) cropped up as a result of the upgrade and I need to do some more debugging in order to figure out exactly what needs to be changed. I will probably have time to do this in a couple days but I'd rather not have chromium in edge be broken for that long.
