community/libkml: reintroduce aport

aport was dropped in 251ac703

I recently saw that libkml was removed in November, just a few days before the release of Alpine 3.15.0. As the maintainer of this package, I was not informed or even asked.

I think KML support should not be removed from GDAL as KML is widely used in the geospatial community. Many data providers use KML to easily provide vector data.
