main/wpa_supplicant: enable autoscan

Olliver Schinagl requested to merge oliver/aports:wpa_supplicant into master

WPA supplicant can do autoscanning, but this needs to be compiled in. Without configuration changes, or startup flags, this behavior is dormant however. E.g. enabling this compile time flag, doesn't affect existing behavior.
