testing/ejabberd: build with --enable-user=ejabberd

Patchset from Alex McGrath amk@amk.ie via aports #3953:

Building without --enable-user=ejabberd causes INSTALLUSER to be empty
in /usr/sbin/ejabberdctl and when it is not set ejabberd will run as
root when /etc/init.d/ejabberd start is called.
