community/supertux: upgrade to 0.6.3

ktprograms requested to merge ktprograms/aports:supertux-0.6.3 into master

remove the locale patch since it's included upstream add needed glm-dev dependency

@alpterry Does this look OK to you?

Also we need to test if removing the locale patch broke anything (I tested with LANG=en_US.UTF-8 supertux2 and it didn't have any problem but I'm not sure how the problem originally was).
