community/py3-argparse: remove aport

upstream specifies that the package was tested only up to python 3.4 it's not useful on modern python versions anyway, as the module is built-in

it's not ready to be merged yet, blocked by !30744 (merged), !30745 (merged) and !30746 (merged)
