main/libidn2: split binaries

Olliver Schinagl requested to merge oliver/aports:idn2 into master

The idn2 binary is GPL3 licensed and probably not needed on a lot of installs, as most packages just link against the library.

Lets split it off into a -utils package to ship the binary.
