  • enable on all arches

  • use build type MinSizeRel

  • set -w c and c++ flag to override warnings as errors

  • update gtest to latest githash as abseil-cpp needs it

  • abseil-cpp upgrade to 20211102.0

  • abseil-cpp needs building for c++11 (fixes #13490 (closed))

  • rebuild bear

Needed for new aport apache-arrow to be enabled on as many arches as possible, which is a dependency of the next Ceph release quincy.
