testing/qt5-qtpositioning: new aport

Provides access to position, satellite and area monitoring classes

Since i packaged it for testing, might as well contribute it, even though i'm not interested in being maintainer.

@PureTryOut Since you maintain all the other qt5-* packages, would you be interested in taking this one?
