testing/jupyter-notebook: new aport

Adds in jupyter-notebook as a new aport. Still have a lot of things to clean up (eg naming and most of the AKBUILDs) and I'd like to get testing working on the main jupyter-notebook package. Many of the other packages can't have checks run as many have circular dependencies. Posting here to keep track of progress. py3-jupyter-nbconvert also seems to have some tests that fail inexplicably but do not do so in other environments, so I would like to do some more investigation there as well.
