community/py3-qt5: bump pkgrel to fix dependencies on x86 and armv7

!28671 (merged) is having issues with the dependencies for py3-qt5 on x86 and armv7. Looking at the dependencies on pkgs.alpinelinux.org, the dependency on py3-pyqt5-sip doesn't exist. Seems like the CI builders for some reason didn't pick up the latest version of the repo when they built the package.
