Upgrade to 1.7.4
Add uninhibit modem after upgrade patch. Already upstreamed at https://github.com/fwupd/fwupd/commit/e3b62e643b1e5c34256a0bb4eb61326b52414ecb but didn't make the 1.7.4 release.
