community/ceph: rebuild against fmt 8.1.1

  • remove dbg subpackage for aarch64 as runs out of space
  • fix /usr permissions
  • change CMAKE_BUILD_TYPE to MinSizeRel
  • add en to url, then curl gets a 200 response
