testing/xfce4-docklike-plugin: new aport

Hakan Erduman requested to merge aquaherd/aports:xfce4-docklike-plugin into master

This is a modern, minimalist taskbar for Xfce.

Given its age of roughly a year, it is one of
the newest xfce panel plugins that are hosted
at the xfce repository.

I am willing to maintain this for the time being.
