main/openntpd: remove openntpd.confd

Sören Tempel requested to merge nmeum/aports:openntpd-s-option into master

The -s option is no longer supported. From the ntpd output:

-s option no longer works and will be removed soon.

As such, the configuration file mentioning this option is no longer needed. There should also be no need to ship an empty configuration file hence it is removed from this package.
